Personally I say yes. In my state cats are allowed in most apartments, and they are clean. What do you think.

There's one main reason why pets usually are prohibited in apartments and that's noise. People don't like noise, especially when they're at home. That's why most apartments only allow cats and aquariums, the loud animals aren't welcome. But I think a person should be able to have any kind of pet in their apartments after passing an evaluation by a vet that the animal can stay quiet (ie. A dog trained to not bark?).
