How Could I do the effects like in this picture?

is it like blending? how do you do the words & making it glow?

looks like you need a few layers.
the first layour (background) should be the colour you want at the background, obviously.
click on the text button and find a font you like, then type into the image and a new layer will be formed for you, type whatever you like.
you can play about with the opacity or the layer settings to see what you think works best with the background. you could even download some text brushses by searching google, but get permission if you want to submit it or use it for anything.
the scattered lines and glittersparks are brushes, create a new layer, and find some brushes which appeal to you. brush onto this layer until you like it..try not to over do it though, there is just enough in your example image for it to not be too clustered.
again, change the opacity, layer settings, etc.
paste in the image you want (a new layer will automatically be created) and place it where-ever, then duplicate that layer by selecting it and pressing CTL and J together at the same time.
then change the opacity of this new layer (its on the layers box, you probably know this), and move it to where-ever you like to give the mirror of the image.

its all about layer composition and settings.
once you've got all of your layers, you can move them about until you're happy with the image by selecting them and dragging them. obviosly, the effects may look different if you've applied a layer style such as soft light, but you can go back and adjust this.
it looks like the duplicated, softer version of the raw image has been placed behind the text and shadows layer, and these two layers have had their opacity adjusted to allow it to show through.
this is where it's best to do the blending mode effects as well.
