What about the text that you want. . .? Not sure if I understand you. All he/she did was place the image on top of a background image and lowered the opacity.
The glow effect you can achieve by right-clicking on the layer and then select, "Blending Modes." Then go into your left menu and select, "Outer Glow." Adjust the settings to your liking. |
