how to change the look of brushes?

i tried to change the size, shape, etc. of an eyelash brush to match the person's eye but idk how to do it.. everywhere i go the people say they used the warp tool but i don't know where that is... can someone please help me??

go to "edit" and click free transform, on the layer of the eyelashes. the layer should only have one eyelash brush/thing or else it would not work.

you can scale it down by dragging the corners of the box that appears. to warp it to match the person's eye shape, simply right click and select warp. the box should now have grids, just drag them around until your satisfied. :]
