I was just wondering how to get the bright streaks on a photo using photoshop.
I thought maybe using the Pen Tool and different strokes?  |

Wow. Outspoken-Kate has a few AMAZING textures that I use to do that exact thing. If you go to my CB profile you can see the example on my picture.
