I know I am only one girl and I don't speak for all of the female population, but I can tell you honestly that when I was single and guys I didn't know talked to me I would be friendly, but the second the conversation turned from "let's be friends" to "do you wanna go out" I was the biggest bitch I could be.
I want guys to be my friend and like me for me not my looks. If this guy doesn't know anything about me he is only wanting to date me for the way I look and that's just no fun seeing as I am more than just a set of boobs and a vagina.
I'd say talk to her for a few days. Ask her for her number. Then, ask her out after you get to know each other.
