Does anyone know if there is a tutorial that teaches you how to change the color of your photos to look something like this?

Try deviant art for GIMP tutorials. As for free Photoshop, that's hard to find unless you can find a way to pirate it (without wrecking your computer with viruses) or just ask someone who has it who is willing to burn it for you. Otherwise, it's a very expensive program and is not given out for free.
