I don't think roll calls have an actual purpose though, eventually everyone gets the memo, by means of mods watching out for other mods, or some form of the mod knowing something like this has been brought up.
The only effective way in my opinion to judge if a mod is active or not, is to privately, and personally evalute whether or not they are doing what is written up for them to do in the guidelines...
