ulta's individual products are good. the eyeshadows are pigmented and application is simple and easy.
anything from their free sets, like the brushes (SHED LIKE SHIT, worst brushes i've ever used), shadows (break like shit), and everything that is at an impossibly good price, is impossibly bad. what is your friend looking for/what would your friend like?
