How to target links, to a DIV layer |

I'm making a website right now:
http://geocities.com/foodfoodf00d/ and I'm trying to link the links to the DIV layer and I'm finding that a difficulty. I used to be able to do it years ago but I've forgotten >< I think it has to do with the links target like _parent right ? |
