why is asshole censored but not ass? Is it because someone could use the excuse that they were referring to the literal ass and not a cuss word?

The FCC is no where near this matter. It's set up in the Admin CP that certain words should be censored. The Admin inserts the word and then puts what they want to put in it's place if someone types is.
Example: They put in asshole and for the censored version, they put a-hole. |
