Okay, I am sorry, I do not know if this is right spot, or if there are threads to answer my questions. I am new, new to here and graphic designing, making layouts, everything.

Ive always wanted to be good with the computer, making graphics, and making my own layouts. But I don't know where to start, I don't have even a tiny knowledge of any of it. Is there any good [cheap] programs, and guides to learning how to make good graphics, and layouts? Explaining how to make them step by step?

If you can help, I would greatly be glad.

Making graphics and layouts depends on your creativitiy. There are tutorials that can teach you the steps.... to a certain technique but you kind of need to be creative on your own part.

Programs:
Gimp - Free. (Supposedly Gimpshop is like photoshop so you should look into getting it)
http://www.gimp.org/
Photoshop - Expensive. (Older versions are a lot cheaper. Highly recommended)
http://adobe.com
Paint Shop Pro - Cheaper than Photoshop.

All of those programs are most used and recommended. You can find more info on them at the websites I provided or you can search the forums and read other people's views here.
