i have a pic that i took and one side of my face is washed-out. how do i make it look like it wasnt washed out at all

A general rule of thumb...you can't create something out of nothing. So, if your face is washed out, chances are there is no colour information, or contrast there to even work with. You could try to fix the contrast and darkness a bit, but you can never try to make it look completely normal.
