It's determined by a great number of factors, hormones, genes, and environment. It's probably sensitive to initial development conditions and it's impossible to predict. Small irregularities pile up exponentially so it acts in a random way. Now, most of these perturbations don't result in homosexuality, but with some probability, it happens. That, that's chaos theory.
