So I have this Jack Russel Terror that won't stop peeing all over my floor, and I can't figure out why. We take him out like five times a day and he still does it. I've tried everything I can think of to make him stop but it won't work, can anyone help me?

it helps to train the when they're really young. My mom has a min pin and she's trained to go to the bathroom inside (on those mats). Mainly because she's small and likes to run and we live in the country.
It might not hurt to take him to a few classes  some pet stores (like Petsmart, Petco) should have training classes.
