I'm not so sure but can a person who is hosted for free by another person and is on a subdomain of the host... Can that person who has the subdomain, provide hosting to others??

They don't need cPanel if you're going to do it. Thats why I said I didn't think they can get cPanel from you. Not sure read the tutorials they have online. It usually comes with reseller hosting. Either way they don't need it unless you don't want to make databases for them.
