I'm not so sure but can a person who is hosted for free by another person and is on a subdomain of the host... Can that person who has the subdomain, provide hosting to others??

How to what? Make the accounts and stuff. There are cPanel tutorials all over the web. I'm pretty sure you'll be ok reading one of those. I doubt you'll need your hosts help. Next time you get contact with her ask her if she's going to be gone for a bit. That way she could help you out if you need it , if she's around. :)
