I'm not so sure but can a person who is hosted for free by another person and is on a subdomain of the host... Can that person who has the subdomain, provide hosting to others??

Subdomains do not get cPanel if they're on your domain (to my knowledge). They can use a mysql databases that you will make for them. But if you are hosting a subdomain , they will get an FTP account that you can create, the site, a databasse (if you want to give them one) , and so on. Personally I'd double check with your host before you start doing it. You need to know how much space she has to offer you so you moderate how much you and your subdomains are using. How many databases she has before you start giving them off. (Some hosting companies give limits)
