I'm not so sure but can a person who is hosted for free by another person and is on a subdomain of the host... Can that person who has the subdomain, provide hosting to others??

If you only have a subdomain... No. If you have a domain you might be able too if your host allowed you. For instance my domain is hosted on my lovely friend Monet's hosting account. I can host others with a subdomain if I choose too because she allowed me too. So you need to ask your host for sure.
