Making plans, why are you so damn bad at it?

So I invited one of my new guy friends to go to the mall with me, and he said he could come. We had a time and place and everything set up and it seemed fine.

Long story short; he ended up not coming and lying about why he didn't come. He didn't even call me to say he wasn't coming.

So my question to the guys is;

Is it typical that guys break plans? Should I take this as a message that he doesn't like me or is it common for 15 year old guys to ditch girls without even so much as a phone call?

How far in advance did you make plans? Sometimes when I make plans far in advance, even sometimes a week in advance, I get so busy that I completely forget that I was supposed to hang out with someone. Maybe that was the problem. Maybe he just got so busy and tied up with things that it slipped his mind.

Or maybe it didn't seem all that appealing and worthwhile. I mean... I don't really like going to the mall to hang out with people, in all honesty. If I go to the mall, I want to shop... and majority of guys [or at least the guys I know] aren't too keen on shopping.
