He's messing with my head..., and I'm annoyed Options

Ok I've been spending a lot of time with my friend Raymond at school and I'll walk with him part of the way home untill we get to my bus stop and I'll say goodbye and every so often we'll hug each other. Anyways, one day he'll act like he likes me as more than friends and the next he'll completely blow me off like there isn't anything there. I do like him but last year one of my friends liked him a lot and asked him to be her boyfriend and he said no cause he wanted to focus on school and stuff which I understand and all but I just get annoyed that he'll act almost like we're together and stuff and then like we're just friends. Feed back on what kind of message he's trying to convey?

Ok so I asked him today and being the guy he is... he just shrugged and said, "Ionno..." I was trying to talk to him all day but he kept wandering off and he never has his phone on and when he does he has text messages blocked somehow and he won't answer when I call or any of our friends.
