Is there a way I could have a seperate pop up window with information in it with a fixed width? Like the pop up window java script

i couldn't find anything on it. i want something like when you have cutenews and you can click on the amount of comments, and the pop up window shows all the content. I don't need the cutenews program, I want to know how to put information inside a pop up window
