Div Layout - Can't seem to make the comments show Options

I have tried to put the comments in a div but it didn't seem to work.

And is there a way to make my top8 show automatically instead of me manuall changing it all the time?

Extra: is there a way to make it so that when you click on the "type your comment here" so that it goes blank
