Photoshop help resizing makes it pixelly |

I have this image and it's in pretty good quality but everytime time i resize it it gets really pixelly anf blurry. Am i surpose to do sumthing to the image so it doesn't become like that. I'm trying to make sorta sumthing like a botton so the image is gonna be realy small.

I opened up an image that was that size and it didn't show up pixelly. I even uploaded it to see if it was just because i was looking at it from close up that made it look pixelly. it just looks like a blob though. |
