One Code Disables Another, Friend code disables comment box and comment code Options

I dunno, I can never get "Post Comment," "Top 8 Scrolling Marquee," and "Comments," codes to all work. When I get the "Post Comment," and "Comment" to work the "Top 8 Scrlling Marquee," doesn't work and vice-versia. Perhaps there's codes contradicting each other? I think this part of the code is the main part that's messing it up. Tell me if there's more to it than the following. Thanks in advance.
