how did this person made her background like dat but not herself. like it`s all blurry or w/e in the back, but she`s normal. well you get the idea.

In Psp I think the easiest way to do it would be to use the smudge tool and go over just the background with it. Then the background will be blurry, but it won't have the same effects as the picture.
Here's where that is, if you don't know.   I have Psp8, but it should be about the same in other versions i think? |
