Why is it when you comment on submitted graphics you don't get a post raise, yet when you go and comment on myspace layouts you do?

Changed so that post count is increased. I think I forgot to change it back after the time when people complained about having a ton of graphics threads in the 'View New Posts' page. It didn't make any difference.
