This is this little cartoon girl character and i want to know what it is called or where i can find a brush of it. It is very cute and i think it will look good with my graphics.

I don't know if I should have made a new thread, but speaking of this same picture, does anyone know how those line were made at the bottom. I am assuming it's with that shear (bend like tool) in photoshop; am I correct? Any, help is greatly appreciated.
