Colorizing problem, photoshop

I was working on a sig, which had a black and white picture and I was gonna colorize it. So I made a new layer and selected a light blue-ish color and i filled the layer with the color. But it came out light gray. So i tried again and it still came up as gray and now every color i pick comes out as different shades of gray, black or white. Does anybody know how to fix this or am I not making any sense? Thanks. :)

Layer >> New Adjustment Layer >> Hue/Saturation

Pick the color that you want the image to be from there. And on the left under the "ok" button, make sure "colorize" is checked.
