how does this person get the girl all like blurry/cartoon-ish? is there are tutorial for that?

also i noticed a lot of pictures like this. how can you make this or where can you find this?

Eh I don't have any places right now but I'll try to keep my eyes open for them. It could of been made by them. Try asking if no one comes up with something. Sorry I wish I knew a site . pinch.gif
