need help with comments, i can't get them to show xP Options

this is the second time i've tried making a layout where people can view comments on the page. i actually got the comments on my first layout to work, but it didn't come out as i had expected so i deleted it. now i'm making another one and facing the same problem as the last one (it doesn't show), but i made the other one a looong time ago so i don't remember how i fixed it. i've tried everything, including starting from the scripts on this site and copying snippets from other layouts.

help? i just need to make it show... i can position it myself.
