Foreskin question, for the uncircumcised Options

So, can you pull your skin back, all the way to reveal the head.

I couldn't, until yesterday. But yesterday I did it, and it got stuck. I couldn't get the skin to get back and over, covering the head again. I panicked.

However, I got it back while I was taking in the shower.

The question is, is it possible for you to leave your foreskin back like that, with the head out, or is it bad. It's really sensitive for me, so when it touches my pants, it feels weird and uncomfortable.

But I heard somewhere that some people leave the skin back, basically for the rest of their lives. Please explain.
