I don't think they should cause xanga provided many of them for you. And you can just use some CCS themes. Premium has nothing to do with skins. It just gives you storage space and that premium tools thing which is pointless cause you can just find a host to upload your images or whatever and you can use HTML in your entries to change the font/colors/etc. for free.
