I guess it means he would be too shy to ask you out but he likes you? It could also mean "Sure, I guess I'd go out with you if you were the last person on earth, but I wouldn't ask you out voluntarily"?? I have no clue, thats kinda weird (and I don't mean to distress you with the last theory). Why don't you just go ask him what he meant.
