Getting rid of banner....., TIS BACK ;_; Options

Okay so I had the top banner gone with this code and it worked fine, but today when I went to update I noticed it's back! How can I get it to go away again? Heres my code I used...

Just so you people know, there's more than 1 way to block out the banner...
