If you look on eminem's site:
http://www.myspace.com/eminem I want the very top part to look like this - i can't choose the color, but I want the bg around the banner and links to be transparent, how do i do this? |

Doing it by pixels (px) is the best way because that way it stays aligned in most/all browsers and resolutions.
As long as you don't use margin positioning or percents, you should be fine with it looking the same or close in other res. |
