Do anyone know how to make a person with no makeup whatsoever look like she has eyeliner on ?

This is how I usually do it, without the pen tool.
Create a new layer over your image. I use a brush, around 3-5 px depending on the size of the picture, and choose a medium shade of a blueish-gray, purple, green...doesn't really matter. Trace around the eye on where you want the eyeliner to be. Ends look a little blunt? No worries. Use the smudge tool (it's located under the eraser tool, and if it's set on "Blur", then click on it and choose "Smudge" from the drop-down list) and drag along the eyeliner to create a sort of wispy end to it. No more blunt end. When you're satisfied with the look, change the layer's blending options to multiply, darken, colour burn or linear burn, whatever suits you.
