Links and Comments resizing Options

I have two questions:

a. what is the code for customizing the look of your links when you hover over them? (like you can make them capitalized, have a border around it, and stuff like that)

b. how do i resize the space of my comments from the defaul size to make them smaller? i don't need to resize the font, just the vertical and horizontal spaces in between each comment.

if anyone can help me out, that would be great. =]
