Is it true that getting a new bf helps get over the old one, because this guy just asked me out, and I have to get back to him with a yes or a no. But I just broke up with my bf last week.

If you're going into a new relationship to get over the old one, that's not really getting over it. It's called a rebound. And rebounds don't work. If you want to get over your ex, give it at least a month or two before you get involved with another guy...or you'll end up hurting the new guy.
