HOW DO YOU DO THIS:
HERE OKAY THE BORDERS AROUND THE TEXT. THEY DON`T LOOK LIKE NORMAL BORDERS. THEY LOOK LIKE THEIR BLURRED OR SOMETHING. CAN SOMEONE PLEAS HELP. PLEASE & THANK YOU I`M USING PHOTOSHOP CS |

I was just about to ask about making a border in PS, but think this answered my question too. I'm glad I read this; I assuming this works for outside borders too.
