Help with coloured scroll-bars

I can't seem to get my scroll-bar coloured. take a look at my code.. the bolded part is what i assume to be the scroll-bar section of the code. what am I doing wrong?? It comes up as a normal grey scroll bar for me...

yea
It only works in IE and stuff like that

Firefox doesn't allow the whole coloring scroll bar stuff..
If you knew firefox pretty well you would know that though
