hover opacity Options

I have a border around my blog with modules. which is this part here:

what i wanna ask is that when im having a background picture.
when my mouse aint hovering the blog and modules. can it be all transparent?
and when i hover the blog and modules or the whole page, it turns back to normal?
so i could see my background picture clearly cus im using the filter thing.

haha ofcorse i know where to put them.. the top part i put it in the custom header and the bottom part put it in webstats right? ....
no it aint,,, the top part of my xanga is gone.... mayb its because that i took off the xanga ad and putted sth on it.... but its not just that parts gone.. even my entry dates are gone =v=
