IMO, I wouldn't really consider those two "rules of anime".
Only because there are so many examples that defy both of those rules, and yet are still very much considered anime. ie: Love Hina. A pretty much normal environment and the female characters in that show don't really have supernatural powers. They have quirks and I guess skills/talents, but nothing too-supernatural.  But again, that's just IMO.
