I consider it an anime. A very Americanized, now-overrated, anime---but an anime nonetheless.
Maybe I think of it as such 'cause when I saw it when it first came out, I was in Japan.  Stuff I wouldn't consider anime are lame shows like "Totally Spies", "The Boondocks", or "Teen Titans"---shows that have anime-esque style animations, but nothing more. I do have to say though, that I enjoy "Teen Titans".
