To me, breaks are essentially the "dress rehersal" for a break up. It's just they don't want to hurt your feelings too much by saying that they wanna break it off with you. Usually, the person who suggests to go on a break have already made up his/her mind about the relationship, and the break is to help them finalize their decision. I don't think breaks are useful; if anything, they could cause damage to an otherwise healthy relationship.
