Where should i start learning how to make good layouts for myspace and web pages and stuff like that. Where should i "start" learning html and css. Even though i know a little bit of them. Websites would be greatly appreciated. What programs should i tell my father to buy so i can make good designs?

While tutorials are helpful, I have found that looking at layouts helps. Decide what things you like best about different layouts here on cB. Then, look at the code and figure out how they made it that way. Save different tricks in a word document to refer back to, so that you don't need to memorize the codes. Eventually though, you will become completely independent and coding will be very easy for you.
 If you ever are having trouble using a certain function, go to w3.org and search for it. I have found that to be SOOO valuable.
