i-frame and scroll bar, how to change color of scroll bar in iframe, and add a title

Hi there, i have made an i-frame up on my website which can be seen at http://trigzz.tripod.com/index.html

i have been trying to put the word "UPDATES;" in the green space at the top between the two borders but for the life of me can not work it out, and have also been trying to change the scroll bar color but can not work this out either. Can anyone help me please??? the code i used was:
