Where should i start learning how to make good layouts for myspace and web pages and stuff like that. Where should i "start" learning html and css. Even though i know a little bit of them. Websites would be greatly appreciated. What programs should i tell my father to buy so i can make good designs?

^ you mean memorize? well after alot of practice and constantly using them they just stay in your head.
