Accessing a website., Problems due to location? |

I don't know where to place this, again, but..
I remember reading long ago that some people can view a website while others, in another part of the world, can't view it at all. What is that called? What is the cause of it? Either they get a server or browser error while someone can go about fine, just because of their location. Something to do with the IP or the location or the connection of the server--something? |

I was wondering about this for ages... but specifically just for ImageShack. Somehow I don't know why I can't view ImageShack pics at all. Is there probably something wrong with my browser settings (I use IE, by the way)? Any help would be appreciated.
