Hey i see things like this pretty often images in shades of blue but i do not know how to do it myself also how do i make the diagon lines through it and the fog effect. If some one could tell me how or give me a link to a tutorial that would be great

That's why you're setting it to colour.
 Grayscale it first if you want more intense colour. You could also use a photo filter, but I'm not sure if PS even has those.
